二、项目实施地点： 秦皇岛市卢龙县陈官屯乡北部上梨峪、下梨峪、庙岭沟、土山等村近万亩山林区。

三、项目内容及规模。 规划建设5000亩有机产品基地（核桃1806亩、谷物1507亩、甘薯1102亩、杂果585亩）；占地150亩、建筑面积12000平方米的老年公寓；杏山湖国际垂钓中心、游艇观光、水上乐园项目（160亩水面）；杏山国际狩猎场、野外拓展训练场（1000亩场地）；玉皇殿、药王庙(占地20亩)；野生动物园（占地100亩）；天然、民俗、民风景点，木屋、蒙古包、野居客房（占地200亩）；游客中心、购物中心、娱乐中心、洗浴中心、美容健身中心（占地100亩）。

四、投资估算。 项目计划总投资2亿元。其中：5000亩有机产品基地4000万元；老年公寓8000万元；杏山湖国际垂钓中心、游艇观光、水上乐园项目2000万元；杏山国际狩猎场、野外拓展训练场1200万元；玉皇殿、药王庙1200万元；野生动物园800万元；天然、民俗、民风景点，木屋、蒙古包、野居客房1600万元；游客中心、购物中心、娱乐中心、洗浴中心、美容健身中心1200万元。

五、市场及效益分析。 秦皇岛市杏山万亩森林生态旅游园区可实现农、林、畜业和旅游业的有机结合。它将丰富秦皇岛市的旅游资源，一年四季营业，缩短秦皇岛地区旅游淡季时间；它的分期建设将进一步完善秦皇岛市旅游设施环境，填补旅游项目经营单一的空白；它将吸收周边村队千名农民就业，带动周边几十个偏远山区村庄的农民脱贫致富。有效的拉动区域经济快速增长，提高卢龙县和秦皇岛市的知名度。该项目社会效益和经济效益显著。

2. Project Location

Forest land of nearly ten thousand mu involves Shangliyu, Xialiyu, Miaolinggou, Tushan and other villages in the north of Chenguantun Township, Lulong County, Qinghuadao Municipality.

3. Project Content and Scope

It is planned to establish an organic products base of 5000mu (1806mu  walnut, 1507mu grain, 1102mu sweet potato, 585mu miscellaneous fruits); an old people’s home of 150mu with buildings of 12000 m ² ; an international fishing center, a dock for yacht sightseeing and a water park around Xingshan Lake (160mu water surface); Xingshan international hunting ground and outdoor expend training field (1000mu); two temples (20mu); a wild zoo (100mu); hotels of different style such as hut, yurt and so on (200mu);  tourist center, shopping center, entertainment center, bath center, beauty salon and gym (100mu).

4. Estimated Budget and Funding Sources

The total budget of the Project is 200 million Yuan, of which 40 million Yuan will be spent on the organic products base of 5000mu, 80 million Yuan on the old people’s home, 20 million Yuan on the international fishing center, the dock for yacht sightseeing and the water park, 12 million Yuan on Xingshan international hunting ground and outdoor expend training field, 12 million Yuan on the two temples, 8 million Yuan on the wild zoo, 16 million Yuan on the hotels of different style, and 12 million Yuan on tourist center, shopping center, entertainment center, bath center, beauty salon and gym.

5. Market and Benefit Analysis

      Xingshan Ecological Tourism Forest Park of Qihuangdao Municipality is a combination of agriculture, forest, animal husbandry and tourism. It enriches the tourism resources of Qinhuangdao Municipality. The Park opens for all four seasons, which can shorten the tourism off-season of Qinhuandao Municipality. The construction of the park will improve the tourism facilities and environment of Qinhuadao Municipality. The park will also enrich the tourism resources. It will provide thousands of employment opportunities for local farmers, and promote the poverty alleviation of dozens of remote mountainous villages around it. It can drive the rapid growth of the local economy and enhance the public awareness of lulong County and Qinhuadao Municipality. This project has significant social and economic benefits.
